The objective of the project is to understand a set of rules, essentially universal - international humanitarian law (DIH) - through the African regional framework.
While Africa participates in the normative development of IHL, it is also confronted with the contemporary challenges of this branch of law.
These challenges are the result of a number of developments that characterize current conflicts: new forms of conflict appear (such as transnational terrorism), new actors are added to traditional armed forces (like mercenaries), technological developments introduce new concerns (such as cyber security), etc.
The symposium aims to measure the importance of these new phenomena in the context of armed conflicts taking place on the African continent, and to identify the solutions proposed by DIH, or other branches of international law, and by international or regional actors.
It is therefore a question of measuring the complementarity of universalism and African regionalism to meet these many challenges.
